Job Summary

This class involves work in maintaining the security, health and welfare of inmates confined to the Charlotte County direct supervision jail. The work involves responsibility for guarding inmates in accord with established policies, regulations, and procedures. Duties include walking a post within the jail, booking, and classifying prisoners, dispensing food, prescription medications, and canteen items. Work involves transporting prisoners to court, medical appointments, work details and other facilities; supervising work details and exercise sessions; and keeping records and logs on prisoners as required. Unusual or difficult situations are referred to supervisors for action or guidance. This position requires shift work including weekends, holidays and overtime, 12-hour shifts in a 24/hour facility. This position is considered essential under the CCSO Emergency Plan. Work is performed under supervision of a Corrections Corporal  and is reviewed for results and compliance with established rules, regulations, and procedures.

Distinguishing Features

It is distinguished from the Deputy Sheriff classification, which is certified to exercise law enforcement powers. In a direct supervision jail, corrections staff controls behavior of the jail population through a proactive concept based on direct inmate supervision. In this setting, inmates are given the responsibility to influence their treatment and privileges through control of their own behavior. This direct supervision approach is unlike the more traditional reactive containment approach, which utilizes bars, security glass, and other barriers.

Essential Job Functions
  • Maintains security of assigned facility by observing and controlling inmate behavior, enforcing discipline, and reporting observations. Provides escort services within the jail. 
  • Provides transport services and security of inmates to various locations within the State of Florida. 
  • Physically restrains inmates with handcuffs, leg irons, and other appropriate restraint devices as needed. 
  • Carries and safely deploys department approved and issued firearms and other defensive weapons when so directed. Wears, carries, uses, and maintains respirators, protective masks, and other personal safety equipment.
  • Testifies in court proceedings. 
  • Participates in the investigation and compilation of information regarding inmate grievances and hearings. 
  • Maintains appropriate security and confidentiality of all information and materials encountered in the performance of his/her duties. 
  • Assists in updating policies, operational procedures, programs, and statistical data. 
  • Operates variety of technical equipment and testing devices, including Intoxilyzer and camera, fingerprint equipment and related devices. 
  • Performs other related work as required. 
  • Conducts checks of inmate housing and cell searches for inmate census and detection of contraband. 
  • Controls, operates and inspects life safety equipment, electronic safety and surveillance equipment, and door control systems. 
  • Monitors visitors entering and exiting the facility. 
  • Performs booking, fingerprinting, identification, and records maintenance procedures. 
  • Participates in evacuation procedures and maintains security in emergency situations.
  • Provides information to inmates and the public regarding Corrections Bureau rules and regulations.  
Knowledge, Skills and Abilities
  • Considerable knowledge of policies, rules, regulations, and procedures governing the maintenance of security in a jail and the maintenance of the health and welfare of inmates. 
  • Ability to communicate effectively with inmates. 
  • Ability to enforce the law impartially and with proper regard for the legal procedures and safeguards governing the work. Ability to understand and follow oral and written instructions. 
  • Ability to prepare reports and maintain logs and records. 
  • Ability to operate all equipment listed in the EQUIPMENT USED section. 
  • Knowledge and ability to maintain their uniforms and equipment in a neat and serviceable condition and will, by their appearance, set an example of neatness and strict conformity with agency policy and general orders. 
  • Ability to work cooperatively with supervisors and establish cohesive, effective relationships with peers (i.e., teamwork abilities)
  • Ability and willingness to maintain dependable work habits such as reporting to work on time. 
  • Knowledge of method, techniques, and procedures necessary to maintenance of the health and welfare of incarcerated individuals. 
  • Knowledge of emergency responses, particularly first aid, CPR and firefighting procedures and equipment. 
  • Knowledge of the legal rights of incarcerated individuals. Knowledge of modern techniques and methods of self-defense. Ability to correctly use restraining devices and other technical equipment associated with the work. Ability to supervise and control inmates in routine and non-routine activities. 
  • Ability to recognize variant behavior, including drug abuse, medical problems, suicidal tendencies in inmates. 
  • Ability to recognize and respond to emergency situations.  
Education or Equivalent Experience Required
  • High school diploma or GED. 
  • Prefer two (2) year degree or currently enrolled. 
  • Completion of State-approved training and certification as a Corrections Officer in compliance with the requirements of the State of Florida. 
  • Some experience in government or private security, law enforcement, or corrections work is desirable. 
  • Possession of a valid Florida driver's license. 
  • Annually pass the physical abilities test of a certified officer through term of appointment. 
  • Prefer Valid Basic CPR and First Aid card.

Physical Effort Required

Must be able to physically perform the basic life operational functions of standing, walking, hearing, and kneeling, reaching, feeling, grasping, pushing, pulling, bending, climbing, crawling, fingering, and performing repetitive motions. Must be able to perform work pushing/pulling/grappling of persons or objects up to 150 pounds of force occasionally: 20 pounds frequently (uniform vest, belt): and 10 pounds constantly. Must be physically fit to pass annual job-related Physical Agility Test. Will spend some time driving office vehicles. Driving skill required. Will spend considerable time sitting at a desk to write reports, interviewing staff, inspecting, and evaluating work areas, process and completing final written reports. Hear and understand speech and radio transmissions

Working Conditions

Some exposure to verbally abusive and physically threatening individuals. Noise level ranges from quiet to loud. The employee is required to work shift work including weekends, holidays and overtime, 12-hour shifts in a 24/hour facility. Must be able to respond to call outs during off hours. Direct inmate contact. Work in confined spaces for prolonged periods. Climb up and down stairs. NOTE: All employees who have direct inmate contact are required to have a medical exam/screening which includes a PPD (TB screening) prior to job assignment. Any positives on the PPD will require further evaluations by the Health Department. Re-examination shall be given according to a defined need or schedule. This requirement is to protect the employee, the agency and the inmates from any physical condition that might impact the ability of the employee to perform their job in a safe and efficient manner.
